Salt Lake City is considering a broad zoning reform that could make it easier to add townhomes, duplexes, and smaller single-family homes across lower-density neighborhoods as officials look for ways to address rising housing costs and limited supply. The proposal would affect roughly 33,500 properties and includes changes such as increased building heights, fewer lot-width restrictions, and greater allowable building coverage, potentially opening more sites to “missing middle” development. For builders and developers, the shift could create new infill and small-scale development opportunities, particularly in neighborhoods where current zoning limits density. However, community concerns around parking, infrastructure capacity, privacy, and neighborhood character remain significant.
