Buffalo’s $225 Million Waterfront Redevelopment

Construction has begun on Buffalo’s $225 million North Aud Block project, a major mixed-use redevelopment that will transform a long-vacant Canalside site into 251 apartments, commercial space and a new public plaza. Developed by Pennrose, the project will include 187 affordable homes for households earning up to 80% of the Area Median Income, alongside market-rate units, 18,000 square feet of commercial space and a 20,000-square-foot community area. Its financing structure combines federal and state Low-Income Housing Tax Credits, public subsidies, economic development funding and potential brownfield tax incentives, demonstrating how layered public-private financing can unlock complex urban sites. With all-electric systems, energy-efficient equipment, accessible units and improved connections to the surrounding waterfront district, the development offers builders and developers a strong example of how mixed-income housing, sustainability and placemaking can be integrated into a large-scale regeneration project.
